Opposition leader Robert Kyagulanyi, popularly known as Bobi Wine, has issued a fresh update on the whereabouts of abducted former Butambala County MP Muwanga Kivumbi, claiming the legislator may have been tortured and is being held incommunicado by security agencies.
Kivumbi, a senior member of the National Unity Platform (NUP), was reportedly rearrested in July shortly after securing bail, before being taken to an undisclosed location.
His disappearance has now stretched beyond a week, drawing concern from opposition leaders and rights activists.
In a statement, Bobi Wine said the party had received credible but disturbing reports about Kivumbi’s condition while in detention.
“We’ve received disturbing reports alleging that Hon. Muwanga Kivumbi was tortured to near death at Kasenyi SFC military barracks,” he said.
He further claimed that the legislator is being concealed from the public while undergoing treatment.
“He is now being hidden from the public while receiving treatment before he can be produced,” Wine added.
According to the NUP leader, Kivumbi was intercepted by security operatives at a roadblock in Mpigi District while travelling to Kampala, less than a day after his release on bail. Since then, neither police nor the military has publicly accounted for his whereabouts.
Wine argued that such incidents are not isolated, linking Kivumbi’s case to a broader pattern of alleged repression against opposition figures.
“These reports cannot be dismissed lightly. Many of us have gone through similar ordeals… and were deliberately hidden from the public until evidence of torture had faded,” he stated.
He also questioned the silence of state agencies, saying the continued disappearance raises serious accountability concerns.
“It is now days since our colleague was abducted in broad daylight… Where is Hon. Muwanga Kivumbi?” Wine posed.
