Uganda’s High Court has directed police to investigate the whereabouts of former Butambala Member of Parliament Muwanga Kivumbi, after authorities denied holding him despite his reported abduction nearly two weeks ago.
In a statement issued on Wednesday, July 22, National Unity Platform (NUP) Secretary General David Rubongoya said the court declined to issue a habeas corpus order, citing uncertainty over which state agency is detaining the former legislator.
Instead, the court ordered police to establish Kivumbi’s whereabouts and file a report within seven days.
“The High Court says it cannot issue a Habeas Corpus order for Hon. Muwanga Kivumbi until it is satisfied who is holding him, after police denied having him in their custody,” Rubongoya stated.
Kivumbi was reportedly abducted in broad daylight 12 days ago, sparking concern among opposition leaders and human rights advocates.
His continued absence, coupled with official denials, has intensified scrutiny over alleged enforced disappearances in Uganda.
Rubongoya criticised the court’s directive, arguing that the additional seven days effectively extends what he described as unlawful detention.
“Adding the state seven more days to investigate and report back gives them up to 19 days holding him incommunicado in the most blatant, crude violation of his rights,” he said.
The case has been adjourned to July 29, when the court is expected to review the police findings.
Meanwhile, NUP and allied activists have renewed calls for Kivumbi’s immediate release, using the hashtag #FreeUgandaNow to mobilise public attention.
