A senior clinical officer in Uganda has been charged with allegedly obtaining UGX23 million from several people after promising to help them secure jobs with a district local government.

Kamugisha Asaph, who works at Kikoni Health Centre IV, appeared before the Ndeija Magistrate’s Court in Rwampara District on two counts of obtaining money by false pretence.

According to the Anti-Corruption Unit at State House Uganda, Kamugisha was remanded in custody until November 3, 2026, as the case proceeds through the courts.

Prosecution alleges that on February 23, 2026, at Kanoni Town in Rwampara District, Kamugisha obtained the money from several victims by falsely claiming he could help them secure employment with the Rwampara District Local Government.

The accused allegedly used the promise of employment to obtain the funds with intent to defraud the victims.

The charges follow complaints raised by members of the public during the national “Expose the Corrupt” campaign held in Rwampara District.

The campaign is spearheaded by Uganda’s Minister of Local Government, Balaam Barugahara, as part of efforts to encourage citizens to report suspected corruption and misconduct involving public officials and other individuals.

The Anti-Corruption Unit said Kamugisha’s arrest followed the complaints received during the campaign, which prompted investigations into the allegations.

The investigations were conducted through a collaboration involving the Anti-Corruption Unit at State House, the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

The agencies subsequently brought the case before the Ndeija Magistrate’s Court, where the clinical officer was formally charged.

The case highlights concerns over alleged schemes in which individuals exploit job seekers by claiming they can influence recruitment into public service positions in exchange for money.

Such schemes can expose job seekers, particularly those seeking government employment, to financial losses while undermining confidence in public recruitment processes.

The authorities have urged members of the public to report suspected corruption through established channels to enable investigations and possible prosecution.

Kamugisha will remain in custody until November 3, when he is expected to return to court.

He remains accused of the offences, and the allegations have yet to be determined by the court.
