Prime Minister Robinah Nabbanja has urged chief executive officers and board chairpersons of government agencies to strengthen coordination across institutions to improve service delivery and support the country’s long-term economic ambitions.

Nabbanja made the remarks on Saturday, October 3, while addressing the leaders of government agencies at the conclusion of a five-day retreat held at the National Leadership Institute in Kyankwanzi.

The Prime Minister said the government’s ambition of expanding Uganda’s economy to $500 billion by 2040 could not be achieved by individual ministries, departments or agencies operating independently.

She called for a whole-of-government approach in which public institutions coordinate their activities and work towards shared national objectives.

“No single agency can achieve the ambition of growing the size of our economy to USD 500 billion by 2040 alone,” Nabbanja said.

She said government institutions must therefore strengthen collaboration and ensure their programmes complement rather than duplicate one another.

Nabbanja further cautioned public agencies against working in isolation, saying a fragmented approach could undermine efforts to improve the quality and efficiency of government services.

“This means that different government institutions must continue working together to deliver services effectively,” she said.

The Prime Minister also called for a stronger culture of results-oriented public service, urging agency leaders to focus on the actual impact of government programmes on citizens.

She said institutions should move beyond implementing activities and instead assess whether their interventions are producing measurable improvements.

“We must avoid working in silos and promote a culture of service delivery that focuses on results and impact,” Nabbanja said.

The retreat brought together senior officials responsible for leading various government agencies, providing a platform to discuss coordination, institutional performance and service delivery.

Nabbanja’s remarks come as the Ugandan government continues to pursue its long-term economic transformation agenda, with the 2040 target requiring coordinated action across multiple sectors of the economy.

The government has increasingly emphasised institutional cooperation as a means of improving implementation and ensuring public resources are directed towards programmes with measurable outcomes.

The Prime Minister’s call places government agencies at the centre of efforts to translate national development plans into services and economic opportunities for Ugandans.
