The Uganda Police Force has launched investigations into the shooting and death of a 38-year-old boda boda rider in Ndejje Kanaaba, within Katwe Police Division.
The incident occurred at around 7:30 a.m. on Saturday, August 29, 2026, during a National Cleaning Day community exercise in the area.
According to police, officers from Ndejje Police Station had been deployed to provide security and maintain order during the exercise when the confrontation occurred.
Preliminary investigations indicate that the deceased, identified as Kizito Ronald Jjuuko, allegedly attempted to force his way through an area that had been secured by police while riding his motorcycle.
Police said that, in circumstances that remain under investigation, Police Constable Allan Okello, attached to Ndejje Police Station, allegedly shot the rider.
Jjuuko sustained gunshot injuries and died following the incident. Police said his identity was preliminarily established using a National Identification Card.
The officer accused of discharging the firearm has since been arrested and is being held as investigations continue.
The Uganda Police Force said the investigation will seek to establish the circumstances surrounding the shooting, including why the officer discharged his firearm and whether the use of force complied with established procedures.
The incident comes as security agencies continue to face scrutiny over the use of firearms and other forms of force while managing public order situations.
In its statement, police acknowledged that officers have a legal responsibility to maintain public order and protect life and property, but stressed that such powers must be exercised within the law.
“Any use of force must be lawful, necessary, proportionate, and strictly guided by the law,” the force said, while also referring to established police operational procedures and the circumstances prevailing at the time.
The police force expressed condolences to Jjuuko’s family, relatives and friends following his death.
Investigators are expected to establish the sequence of events leading to the shooting and determine whether further action should be taken against the officer involved.
The incident also highlights the risks that can arise when security personnel enforce restricted areas during public events, particularly where members of the public attempt to breach security arrangements.
Police have not indicated whether any other individuals were injured during the incident or whether additional arrests have been made.
